What happened with Cigna and the ACA marketplace?
On May 1, 2026, The Cigna Group officially announced it will exit the Affordable Care Act (ACA) individual health insurance marketplace at the end of this year. About 369,000 members across 11 states will need to find new health coverage before January 1, 2027.
Cigna's president and COO Brian Evanko stated the company will "support members through their open enrollment transitions into 2027," meaning your current coverage remains active through December 31, 2026 — but after that, you're on your own unless you act.
Why is Cigna leaving — and why now?
The short answer: the enhanced ACA subsidies that made marketplace coverage affordable are gone. Congress and the Trump administration did not renew the expanded tax credits introduced under the Inflation Reduction Act of 2022. As a result, many Floridians — including residents of Brevard County, Melbourne, Palm Bay, and Titusville — are now facing premiums that have doubled or tripled from just a year ago.
Cigna's own ACA enrollment dropped 17% year-over-year to 369,000 members — down from 446,000. With fewer paying members and rising claims costs, the math simply stopped working for their individual marketplace division.
Cigna isn't the only insurer leaving the ACA in Florida
This isn't just a Cigna story. Across the health insurance industry, major carriers are shrinking their ACA footprints:
Centene lost 2 million ACA members in Q1 2026 alone — dropping from 5.54M to 3.58M enrollees nationwide.
UnitedHealthcare's ACA enrollment fell from 1.7M to 1.4M in one year.
Aetna (CVS Health) already exited the ACA marketplace in 2026, leaving roughly 1 million members in 17 states without coverage.
For residents of Brevard County and the greater Melbourne, FL area, this means fewer options on the Florida health insurance marketplace going forward — and likely higher premiums for the plans that remain.
What Brevard County and Melbourne residents should do right now
If you're currently on a Cigna ACA plan — or any ACA marketplace plan in the Melbourne, Cocoa Beach, Palm Bay, or Titusville area — here are your immediate next steps:
1- Don't wait until November open enrollment
With carriers exiting the market, the best plans and networks fill up or change. Getting ahead of open enrollment gives you more choices.
2- Explore off-marketplace and private health plan options
Many Brevard County residents — especially self-employed individuals and small business owners — qualify for group health or private market plans with better coverage at competitive rates.
3- Work with a licensed health insurance broker in Brevard County
A local broker shops across multiple carriers — not just the marketplace — to find the best plan for your budget and health needs. And it costs you nothing extra.
"We are planning to exit our individual exchange business at the end of this year. We will support members through their open enrollment transitions into 2027."
— Brian Evanko, President & COO, The Cigna Group (May 1, 2026)
Frequently asked questions about Cigna's ACA exit
Will my Cigna coverage end immediately?
No. Cigna confirmed there are no changes to your coverage or networks right now. Your plan remains active through December 31, 2026. You will need to select a new plan during open enrollment (November–January).
Is Florida specifically affected by Cigna's exit?
Cigna sold ACA plans in 11 states. Florida was among the states where Cigna operated on the marketplace. Residents of Brevard County, Melbourne, Palm Bay, and surrounding areas should verify their plan status and begin comparing alternatives now.
What are my options if I lose my Cigna marketplace plan?
You can enroll in another ACA marketplace plan during open enrollment, or explore private health plans, group health coverage (if you're a small business owner or have employees), or short-term health plans. A licensed broker can walk you through all options at no cost to you.
