On Sept. 22, the Centers for Medicare & Medicaid Services (CMS) announced it had canceled about 315,000 unauthorized enrollments in the federal Health Insurance Marketplace, affecting more than 760,000 people. The agency expects to return roughly $2.2 billion in taxpayer-funded subsidies. According to Reuters, the plans were canceled last month, with the agency citing unverified citizenship or immigration documentation and suspected improper enrollments.
Many of these enrollments were made or changed without the consumer's knowledge. In many cases, the people responsible were agents or brokers chasing commissions.

What's Changing and Why It's Good News for You
The headlines sound alarming, but most of the new rules exist to put you back in control of your coverage.
No one can act on your plan without your approval. An agent or broker now needs your electronic authorization before touching your application or enrollment. No more surprise switches.
Your identity gets verified. Applications submitted with a broker's help must include a Social Security number or immigration document number that CMS can verify for every applicant except newborns. That makes it much harder for anyone to create fake or phantom enrollments.
Brokers have to prove who they are. Every agent and broker must re-verify their identity through Login.gov or ID.me.
Your self-enrollment stays yours. If you enroll on your own through HealthCare.gov, the system will now block an agent from quietly attaching themselves to your application.
CMS is also removing bad actors from the system. Since January, more than 200 agents and brokers have received termination notices, and 569 more were notified this summer after submitting applications missing basic information like Social Security numbers. The agency is also pausing new broker registrations for 2027 for anyone without an active 2026 Exchange Agreement, after finding that brand-new brokers were behind a disproportionate share of problems.
"We are making sure Americans — not bad actors — remain in control of their health coverage," said CMS Administrator Dr. Mehmet Oz.
How to Check Your Coverage in Five Minutes
Even if you think everything is fine, a quick check brings real peace of mind.
Start by logging in to HealthCare.gov and confirming your plan is active and is the one you chose. Then look at which agent or broker is listed on your application. If you don't recognize the name, take that seriously. Read every letter and email from your insurance company, especially anything mentioning a cancellation or plan change. If something looks off, call the Marketplace Call Center at 1-800-318-2596.
And watch for the classic warning signs of a bad actor: promises of "free" coverage, cash or gift cards for signing up, pressure to decide on the spot, or anyone asking for your HealthCare.gov password. A trustworthy agent will never need your login.
